Online vs paper in 2026: filing I-140 and I-129 with USCIS

A frequent question: why does someone file a form online through a USCIS account while others can only use paper? The answer is in the form and category: USCIS opens online filing gradually, so not everyone has the option. Below is the difference, how to file by mail, and why the NVC accepts scans. Online via a USCIS account
Some forms can be filed electronically in a USCIS online account. But NOT all: availability depends on the specific form and category and is being expanded by USCIS over time. That is why some people have an online filing option and others simply do not - that is normal, not an error.
Paper filing by mail
If there is no online option, you file by mail: printed forms + payment (check/money order). You can include a G-1145 to get a text/email when USCIS receives the package. Forms carry barcodes - print exactly and do not alter the layout.
The NVC is separate (uploading scans)
Do not confuse filing the PETITION with USCIS and uploading documents at the NVC stage. At the NVC, documents are uploaded as scans through CEAC - scans are accepted there; originals are brought to the consular interview. These are different steps in different systems.

- Can I file EB-1 online?
- Sometimes yes - it depends on the form and category and whether online filing is enabled for them at USCIS (the list is expanding). If your account has no option, file by mail - that is completely normal. Check current availability on my.uscis.gov.
- Why do I not see the online option when others do?
- Online filing is not open for all forms and categories at once - USCIS rolls it out gradually. So availability differs from case to case. Missing the option does not mean you are doing anything wrong - just file by mail.
- Does the NVC take scans, or are originals needed?
- At the NVC stage documents are uploaded as scans through CEAC - scans are accepted. Originals (and certified translations where needed) are brought to the consular interview. Verify requirements on travel.state.gov.
- What is G-1145?
