USCIS service centers and receipt prefixes

Updated: Author:

Key answer

The first three letters of a USCIS receipt number show the office that took the case: WAC - California Service Center, EAC - Vermont, SRC - Texas, LIN - Nebraska. IOE is not a building but the USCIS electronic system: online filings get it. By the USCIS chart, O-1 petitions (I-129) go to California and Vermont, and I-140 (EB-1A, EB-1B, NIW) to Nebraska and Texas. USCIS publishes processing times for these forms as one row for all centers, so the official data does not let you pick a "fast center".

Source: the USCIS chart Service Center Forms Processing (agency date Oct 11, 2024, read Oct 11, 2026). USCIS says the split changes with each center's workload and posts moves on its Workload Transfer Updates page.

How long USCIS takes now

USCIS no longer shows these forms center by center: its processing-times tool reports one office, "Service Center Operations (SCOPS)". So the honest answer to "is this center faster" is that the agency does not publish per-center speed for I-129 and I-140. The figure is the time in which 80% of cases were completed (our read of Oct 2, 2026).

Form and category80% of cases within
I-129, O visa (O-1)14.5 mo
I-140, EB-1A32.5 mo
I-140, EB-1B15 mo
I-140, EB-2 NIW30 mo
I-485, employment-based42.5 mo
I-765 with a pending I-485, (c)(9)12.5 mo
I-131, advance parole26.5 mo

Premium processing (I-907) does not change this table: it sets a 15 or 45 business-day clock for the petition. Month-by-month history: USCIS processing times; premium: how premium processing works.

You do not choose the center, and that matters

USCIS assigns the service center and you cannot influence it. Allocation depends on the form type, the category and the filing address; inside the center the case reaches a particular desk through an internal queue. You can neither pick a center nor ask for a transfer.

The advice to "file from another state to land at the lenient center" does not work in practice: the filing address is set by the form instructions, not by preference, and bending it creates a discrepancy with your other documents - one more reason for questions.

Our data cannot say which center is stricter, and that is worth stating plainly. The set consists of cases that already drew an RFE, a NOID or a denial; petitions approved without a single question are absent from it entirely. A center adjudicating twice as many cases will have twice as many problem ones at exactly the same level of strictness.

What genuinely differs is the wording. Different desks take the same criterion apart differently: one presses on membership regularly, another on high salary. The four-digit officer number in the corner of a notice identifies such a desk, not a person, and it shows which criteria that desk challenges most often. That is the only practically useful thing "who is adjudicating" yields, and it helps when preparing a response to a request you already have.
