How USCIS checks this criterion

  1. 1«First, USCIS determines if the person was the recipient of prizes or awards.»
  2. 2«Second, USCIS determines whether the award is a lesser nationally or internationally recognized prize or award which the person received for excellence in the field of endeavor.»

USCIS Policy Manual, Vol. 6, Part F, Ch. 2 (EB-1)

What it means

Awards

Awards is an O-1 / EB-1A criterion: you hold nationally or internationally recognized prizes for excellence in your field. Level matters: the competition, the prize reputation, and who selects winners and how. Internal company and local awards usually do not count.

Attach context to the certificate: the award regulations, the number of entrants, the jury, press about the prize. Without it the officer cannot judge the level - a typical RFE objection.

Which prizes are recognized in your field is in the vetted awards catalog; rate a specific award with the source checker.

The glossary entry

From the knowledge base: Glossary of Terms for U.S. Talent Visas O-1, EB-1, EB-2

This is the layer of terminology that separates people who just read instructions from those who understand the reasoning behind denials. All these terms appear in AAO decisions and in RFE texts, and without knowing them, it is impossible to understand why some cases are denied despite meeting all criteria.

The "Awards" criterion: what a response does with it

7 typical objections across 85 real denials - broken down on the criterion page.

Local-level award

Show that the location of the ceremony does not equal the level of recognition: participants, judges, or nominees represented a broader professional market.

Evidence: Contest rules, list of participants by region, panel composition, organizer publications, application statistics.

No award criteria

Present the official evaluation criteria and explain that the award was given for professional achievements, not for participation or seniority.

Evidence: Award regulations, score sheets, nomination description, selection methodology, organizer letter.

Recognition of excellence not proven

Link the award to the applicant's outstanding results and show the competitiveness of the selection.

Evidence: Number of applications, percentage of winners, description of achievements, judges' comments, press release about the winners.

What the officer actually did with this criterion

Across 149 of 259 real notices where this criterion appears, what the officer's own text did with it. In 35% he discussed the evidence that was filed; in 46% the criterion appeared only as recited regulation.

  • engaged with the evidence35% · 52the officer wrote about the specific exhibits, not the criterion in general
  • only recited the criterion46% · 69the regulation text with no discussion of what was filed
  • questioned it2% · 3asked for more without deciding
  • explicitly rejected it14% · 21
  • explicitly accepted it2% · 3
  • noted nothing was filed1% · 1

These are notices - petitions that already drew an RFE, a NOID or a denial - so none of this is an approval rate. It measures attention, not outcome: a criterion the officer usually only recites is one where more exhibits are unlikely to change the reading, and a criterion he argues with in detail is where the response has to do its work.
