The calculation separates what is fixed from what varies. USCIS fees are official and published by the agency; premium processing on Form I-907 is paid separately and available to everyone on the same terms. That is the hard part of the budget.
The soft part is services: attorney, translations, degree evaluation, PR, consular costs. Those are given as ranges rather than prices: the spread between providers is a multiple and depends on how much of the work you take on yourself.
Timelines are computed separately from money and in two parts: preparation, whose length you control, and adjudication, which USCIS controls. Keeping them apart matters - preparation is usually what stretches the whole process, not the queue at the agency.
Where the money actually diverges. The spread is created not by the fee but by how much of the work you hand outside. Gathering the evidence, working with the referees and describing the contribution can only be done by the petitioner - that part is theirs in every scenario. What differs is who writes the cover letter and structures the packet. So asking what an attorney costs without answering what exactly they do is meaningless, and offers that look alike are often not comparable in scope.
