As has been discussed many times, being a Senior Member won't help meet the criterion, but it can be a red flag for the officer. You can hope for an inexperienced officer, but you might also encounter a very experienced one who knows how easy it is to obtain this membership.
There are rumors that IEEE is not sufficient to meet the criterion. But I have a Senior Member status, and I will include it in the overall logic of the petition as additional evidence.
The formal requirements for Senior Member status are: working in an IEEE-related field, at least ten years of professional practice, and significant accomplishments in at least five of those years - this should be demonstrated in the petition if you are using the membership.

Why "Membership" gets refused
Accepted in 12% of challenged petitions (22 of 188); not an approval rate.
The entry requirements do not amount to outstanding achievement. A fee, years of experience, a degree or a member’s referral is not the threshold this criterion demands.
