Sufficiency is usually assessed under the preponderance of the evidence standard: it must be shown that it is more likely than not that the applicant is in fact the author of relevant professional or scholarly publications in qualifying outlets; the mere existence of texts may be insufficient if the status of the outlet, the nature of the publications, the connection to the field, and the evidentiary value in the overall record are not established.
